  All legs are present and accounted for: The 'legless' woman's legs (in black pants) are splayed out, like she's doing a split - right foot visible in front of the left leg of the woman in the red/white stripped shirt, left foot visible in front of the woman with the white shirt and sunglasses. She's supporting herself on the two women beside her (you can see her left hand around the curly brown hair woman's neck), and maybe they're grabbing her butt to help lift her.. The Boy 3rd from left has both legs, his right foot (sneaker) is barely visible behind the guy in green pant's left leg.
